With an increased shift from functional organizations to “projectized”
organizations, it is imperative to effectively manage
projects from the four facets of scope, schedule, cost,
and quality. This management focus is fully satisfied only by the
Program/Project Management Office (PMO) function. The PMO is an “office”
staffed by project management professionals
who are tasked with responsibility for tracking project progress, from
initiation through closure and for ensuring compliance
with budgets, processes and standards.
In this fast changing world it is critical for projects to succeed to

A PMO function greatly
increases the likelihood of project success.
According to the Gartner Group,
“Through 2004, Information Services organizations that establish
enterprise standards for project management, including a Project Office
with suitable governance, will experience half the major project cost
overruns, delays and cancellations of those that do not.”
Recent studies still show
a disappointing success ratio in project development efforts.
It has been established that approximately 46% of all projects will
typically come in overdue and over budget, while 28% of projects will fail
altogether.
Only 26% of projects are considered successful.
While the PMO function has become a critical success factor, the overhead costs associated with the establishment and management of this organizational structure can be significant, or even prohibitive, for many companies. Many of them will therefore decide not to pursue the establishment of a PMO. |
